The need for careful water quality planning and implementation <br /> <br />of water quality plans is now clearly recognized. Several Environmental <br /> <br />Protection Agency and numerous State programs are designed to evaluate the <br /> <br />extent of water quality problems in the Missouri River Basin and to explore <br /> <br />ways for improving water quality. Many of the water quality problems in the <br /> <br />Missouri Basin stem from nonpoint sources, mainly runoff from farm and range <br /> <br />lands. The U.S. Department of Agriculture's Rural Clean Water Program, is a <br /> <br />recommended basinwide program of considerable promise for addressing these <br /> <br />pollution sources. This program should help to link efforts toward both land <br /> <br />conservation and water quality enhancement. While the relationship between <br /> <br />land conservation and water quality is reasonably well established, there are <br /> <br />many other water resources functions which relate closely to water quality and <br /> <br />water quality programs.
