PREFACE

This report presents the water and related land resources management plan

for the Missouri River Basin. The plan was prepared through the joint efforts
of the 23 State, Federal, and interstate members of the Missouri River Basin
Commission as well as numerous other water resource agencies. Appendix A

contains the draft environmental impact statement on the plan, which was

prepared in accordance with the National Environmental Policy Act of 1969.
The purpose of the plan is to serve as a definitive yet flexible guide for
the development, conservation, preservation, and management of water and

related land resources in the Missouri River Basin. Because the findings in

the plan are the product of extensive interagency and interstate cooperation

and collective judgment, they are a reliable guide for programming and
budgeting for all levels of government. The recommendations are intended to

support the Congress, the Federal, Government, and States in programing,

budgeting, and funding water resources programs and projects in the Missouri
River Basin.
The Commission has prepared a separate plan for each of eight subbasins in
order to facilitate both the preparation and presentation of the plan. Also
included is a set of basinwide and statewide recommendations which should be

considered and used in close conjunction with any of the subbasin plans.

The Commission's first basinwide plan was presented in a report published
in August 1977 titled Missouri River Basin Water Resources Plan. Since this is
an update of the 1977 plan, descriptive material presented in this report is
summarized. Persons interested in obtaining more detailed descriptive

information should consult either the 1977 report or The Missouri River Basin

Comprehensive Framework Study, published in 1971 by the Commission's
