The plan was prepared through the joint efforts <br />of the 23 State, Federal, and interstate members of the Missouri River Basin <br />Commission as well as numerous other water resource agencies. Appendix A <br /> <br />contains the draft environmental impact statement on the plan, which was <br /> <br />prepared in accordance with the National Environmental Policy Act of 1969. <br />The purpose of the plan is to serve as a definitive yet flexible guide for <br />the development, conservation, preservation, and management of water and <br /> <br />related land resources in the Missouri River Basin. Because the findings in <br /> <br />the plan are the product of extensive interagency and interstate cooperation <br /> <br />and collective judgment, they are a reliable guide for programming and <br />budgeting for all levels of government. The recommendations are intended to <br /> <br />support the Congress, the Federal, Government, and States in programing, <br /> <br />budgeting, and funding water resources programs and projects in the Missouri <br />River Basin. <br />The Commission has prepared a separate plan for each of eight subbasins in <br />order to facilitate both the preparation and presentation of the plan. Also <br />included is a set of basinwide and statewide recommendations which should be <br /> <br />considered and used in close conjunction with any of the subbasin plans. <br /> <br />The Commission's first basinwide plan was presented in a report published <br />in August 1977 titled Missouri River Basin Water Resources Plan. Since this is <br />an update of the 1977 plan, descriptive material presented in this report is <br />summarized. Persons interested in obtaining more detailed descriptive <br /> <br />information should consult either the 1977 report or The Missouri River Basin <br /> <br />Comprehensive Framework Study, published in 1971 by the Commission's <br /> <br />i <br />
