<br />Southern California is leading the opposition to all
<br />development of the upper Colorado River Basin because
<br />they hope to get our water eventually.
<br />We are entitled to develop our water resources in
<br />Colorado as provided in compacts between the states and
<br />between Western and Eastern Colorado.
<br />We must help resell reclamation in the West.
<br />We must be able to fight against half truths and dis-
<br />tortions of the facts.
<br />We need a conservancy district to provide stability
<br />of organization-strength to wage the fight-and an
<br />agency to spread the burden of the battle equally.
<br />For 15 years a voluntary association of persons from
<br />Leadville to Holly has carried on by giving their money
<br />and their time without personal gain or compensation.
<br />The Fryingpan-Arkansas Diversion Project must be
<br />sold through dissemination of facts and correct interpre-
<br />tations of the laws and compacts.
<br />Our opponents have shown they will utilize every
<br />means to stop us-fair and foul.
<br />It will cost money to form the conservancy district-
<br />but when it is formed it will be run by our own board
<br />of directors and we will be in a position, not only to
<br />achieve authorization, but also to press for the appropria-
<br />tion of federal funds, 86 per cent of which we will repay
<br />as we realize the benefits of this project.
<br />Agricultura~, municipal and industrial development
<br />in the future in the Arkansas Valley depend upon this
<br />proj ect.

<br />Send in your money today.
<br />We need $40,000 to carryon our work during the next
<br />year while the conservancy district is being organized.
<br />It will cost money to draft petitions and circulate them.
<br />At the same time we must attend hearings, present our
<br />case to Congress and print and distribute literature. We
<br />must sell the merits of our project to the nation.
