Before construction can begin, <br />the federal Bureau of Reclamation must issue a permit <br />. allowing the district to flood 13,000 acreS behind the <br />proposed Juniper Dam on the Yampa. <br />The directors of the river district Tuesday gave Iheir <br />attorney preliminary approval to file suit in federal <br />court if problems develop in securing that permit. <br />Such a suit, they said, would challenge the procedures <br />by which plant and animal habitats are protected under <br />. the Interior Department endangered species program. <br /> <br />,j <br /> <br />1)1 <br /> <br />I <br />Ii' <br />
