It is essential that a "Project Handbook" be developed prior to the start of
the project. This handbook should contain at a minimum the following

In the cas: section, eatabliah average coata or cost-share amounts in a manner
that eliminates itemizing (for pay~ent purposes) of the many low-cost items
that are integral parts of these systems (i.e., sprinkler systems, pumping
plants). Use such ter~s as "pumping plant and necessary appurtenances",
"Mainline and necessary appurtenances", etc. This eliminates a great deal of
work in developing conservation plans, revisions, modifications,
certifications and payment applications.
