Question - Why does the Bureau of Reclamation disagree with the
wildlife population loss figures supplied by the Fish
and Wildlife Service?

Answer

- Bureau analyses indicate losses would be substantially
mitigated by the proposed mitigation plans, The Fish
and Wildlife Service reported that they had not been
able to develop any practical measures for mitigation,
The Bureau estimated the number of animals that would
be lost by conversion of habitat to irrigated crop land.
Indirect losses, through such considerations as inter-
ference with animal movements, drownings, and so on,
were recognized but not quantified; it is considered
that these losses would be minimal because of game
crossings, dewatering of canals during part of the
year, and the relatively small size of the reservoirs
making them easy to bypass, The Service estimated
total losses without any mitigating factors,
