<br />18'11) <br />l. ... <br /> <br />. <br /> <br />Flow-through water at Mt. Elbert Forebay will be supplemented by pumping <br />from Twin Lakes to allow full utilization of Mt. Elbert Pumped-Storage <br />Powerplant. Therefore, as much water as possible will be released <br />from Turquoise Lake and diverted from Halfmoon Creek into Mt. Elbert <br />Conduit for use at the powerplant. <br /> <br />Twin Lakes Reservoir and Canal Company has both an East Slope Storage <br />Decree and West Slope Storage Decree which allows the company to store <br />up to 54,452 acre-feet of water. The compilny will store to thei r <br />maximum capacity this year from either or bo~h sources and maintain a <br />full storage for as long as a water supply is ~vailable. <br /> <br />The minimum release from Twin Lakes is 15 cubic feet per second or <br />natural inflow, whichever is less. Table 15' and exhibit 23 show the <br />proposed operation in Twin Lakes/Mt. Elbert Forebay for water year 1988. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released from storage in Turquoise Lake and Twin Lakes during <br />the year, that is not for demands above Pueblo!Reservoir, will be stored <br />in Pueblo Reservoir. Water in storage (PrOjeqt, winter water, or water <br />stored under contract with other entities) will be released on demand of <br />the contractor and administered in the Arkansas River by the Colorado <br />Division of Water Resources Division 2 Engineer. <br /> <br />The water users below Pueb 10 Dam have been granted a decree for the <br />storage of winter water beginning November 15, 1987. Under this decree <br />the total system production up to 100,000 acrerfeet will be divided 28.8 <br />percent to entities with direct-flow water r)ghts and 71.2 percent to <br />enti ties having storage water rights and their own storage fac i 1 ities. <br />The next 2,750 acre-feet will go to Amity Mutual Irrigation Company to <br />be stored in John Martin Reservoir or the Great Plains System. Any <br />water above the 102,750 acre-feet wi 11 be divided 75 percent to off- <br />channel storage entities and 25 percent for the direct-flow entities. <br /> <br />. <br /> <br />Due to the large amount of storage of Project water in Pueblo Reservoir, the <br />water users have agreed to the storage of app~oximately 27,000 acre-feet <br />of winter water in Pueblo Reservoir this year; <br />! <br />All winter water storage shall be released tojthe river if not furnished <br />to the District within 18 months from the start of the winter storage <br />peri od but no 1 ater than May 1 of the year fo 11 owi ng the end of the <br />winter storage period in which it was stored. Any water stored in the <br />Joint-Use Pool, other than flood waters, will be released prior to <br />Apri 1 15, 1988. , <br />I <br />Table 16 and exhibit 24 show the proposed op~ration of Pueblo Reservoir <br />in water year 1988. <br /> <br />. <br /> <br />26 <br />
