1807 .

C. Project Diversions

The water year 1987 out look used a Project di vers i on of
40,200 acre-feet for the most probable runoff condition. The March 1,
April 1, and May 1 forecasts, based on Soil Conservation Service snow
course data, projected available diversi'ons of 40,400 acre-feet,
40,000 acre-feet, and 26,200 acre-feet, respectively. Due to restricted
space in the East Slope storage system, only the Twin Lakes Reservoir
and Canal Company exchange water was expected to be imported.

The actual diversion from May through September was 3,310 acre-feet as
measured at the outlet portal of Boustead Tunnel. Of the 3,310 acre-
feet of water at Boustead Tunnel, 1,160 acre~feet was Busk-Ivanhoe water
transported for them under contract. The, maximum mean daily import
through Boustead Tunnel was 104 cubic feet per second on JUne 19, 1987.
A senior call was placed on the Colorado :River several times during
1987; however, no releases from Ruedi Reservoir were necessary to
replace Project diversions as no diversions were made when the call was
on the Colorado River.

The yearly total imports, the water used for Twin Lakes Reservoir and
Canal Company exchange, and the accumulated imports to the Arkansas
River are shown on table 4. The 16 years qf accumulated imports total
742,300 acre-feet for an average of 46,400 'acre-feet per year. A plot
of the Bous tead Tunnel imports duri ng water year 1987 is shown on
exhi bit 5.

.

The discharge records for all diversions in water year 1987 are shown in
appendix A.

D. Twin Lakes Reservoir & Canal Company/FryingpanArkansas Project
Exchange '

On October 1, the Twin Lakes Reservoir!and Canal Company (Company)
began bypassing water into the Roar"ing Fork River drainage in elCchange
for water in Twin Lakes. The exchange followed the operating criteria
as shown in appendix B. The total amount of the exchange at Twin Lakes
was 1,941 acre-feet. The Company's account in Twin Lakes was 'at
maximum storage from the middle of May until early July allowing excess
bypass at both Linc10n Creek and the Roaring Fork River. When the con-
dition of excess bypass exists, the Company!does not receive credit for
water being bypassed into the Roaring Fork System. The monthly summary
of the exchange is also shown in appendix: B along with plots of the
daily flows.

E. Turquoise Lake

On September 30, 1986, 128,200 acre-feet of water were in storage
in Turquoise Lake. Homestake Project refi1,led their storage to 30,000
acre-feet while importing approximately 20,320 acre-feet of water

.

8
