<br />1_".. <br />, oJ';; i <br /> <br />. <br /> <br />Article III - FLOOD CONTROL <br />Trinidad Reservoir shall be operated for flood control benefits in accordance with <br />regulations prescribed by the Secretary of the Army and the following operating principles: <br /> <br />1. All potentially damaging flood inflows shall be temporarily detained as necessary to <br />limit the flow insofar as possible to a non-damaging flow, currently estimated to be 5,000 <br />c.f.s., downstream from the Trinidad Reservoir. <br /> <br />2, All flood waters stored in the flood control capacity shall be released at the maximum <br />non-damaging rate insofar as practicable. <br /> <br />3.
