All potentially damaging flood inflous shall be temporarily <br />detained as necessary to limit the flow insofar as possible <br />to a nondcmaging flow, currently estimated to be 5,000 c.f.s., <br />do,mstream from the Trinidad Reservoir. <br /> <br />2. All flood waters stored in the flood control capacity shall <br />be rGIGased at thG maximum nondamaging rate insofar as <br />practicablG. <br /> <br />fJ. <br />
