Robert Docking <br />Governor of Knnsas <br />Topeka, Kansas <br /> <br />Dear Governor Docking: <br /> <br />On February 1, 1967, I concurred uith vie<ls of the K'lUsas Hater <br />Resources Bo"rd and the State of Kansas relative to the Trinidad <br />Project and the plan of operation as set forth in the "Operating <br />Principlcsll. At the same time, evidence of acceptance by the <br />Purgatoire River Hater Conservancy District of the five conditions <br />set forth in Governor Avery's letter of December 30, 1966 "as <br />presented. Subsequent discussion <lith representatives of the <br />Kansas Water Resources Board indicates the desirability of setting <br />forth the "Operating Principles" and the five conditions clearly in <br />one document so ns to avoid any misunderstanding in the future as to <br />their intent and purpose. I concur in this suggestion and, accord- <br />ingly, CJuotecl beloH are the "Operating Principlesli as contained in <br />the Irtigation Report on the Trinidad Project, Colorado, July 1964 <br />(Revised September 1964) and the five conditions suggested in <br />Governor Avery's letter of December 30, 1966: <br /> <br />OPERATING PRINCIPLES <br />TRINIDAD DAM AND RESERVOIR PROJECT <br /> <br />Preamble <br /> <br />The Trinidad Dam and Reservoir Project as reported in House Document <br />No. 325, 84th Congress, 2d Session, and as authorized by the Flood <br />Control Act of 1958, uill be operated in such a manner as to secure <br />the greatest practicable benefits from the regulation and use of the <br />flous of the Purgatoire River consistent uith the la<ls and policies <br />of the State of Colorado and of the United States including the <br />Arkansas River Compact.
