Rogers Route 2 Lamar, CO 81052 Re: Trinidad Project Operating Princip1es Dear Chuck, Car1 and Jim: Condition No. 4 of the Five Kansas Conditions to the Trinidad Project Operating Principles reads as follows: That 5 years after beginning operation of the Trinidad Reservoir for irrigation pur- poses, the operating principles be reviewed to determine the effect, if any, the opera- tion has had on other Colorado and Kansas water users and the principles amended as necessary. Each 10 years thereafter reviews should be provided with amendments as needed. At its annual meeting on December 11, 1984, the Compact Administration asked the Bureau of Reclamation to initiate the first 5-year review of the Operating Principles. The Bureau of Reclamation completed its review of Project operations and the Operating Principles in December 1988, and reached various conclusions and made a number of recommendations (attached). I am enclosing them because not all of the Bureau's recommendations were implemented. The time is approaching to begin the first 10-year review of the Operating Principles. David and I recommend that the Colorado representatives place the review of the Operating -.--
