Rogers <br />Route 2 <br />Lamar, CO 81052 <br /> <br />Re: Trinidad Project Operating Princip1es <br /> <br />Dear Chuck, Car1 and Jim: <br /> <br />Condition No. 4 of the Five Kansas Conditions to the <br />Trinidad Project Operating Principles reads as follows: <br /> <br />That 5 years after beginning operation of <br />the Trinidad Reservoir for irrigation pur- <br />poses, the operating principles be reviewed <br />to determine the effect, if any, the opera- <br />tion has had on other Colorado and Kansas <br />water users and the principles amended as <br />necessary. Each 10 years thereafter reviews <br />should be provided with amendments as needed. <br /> <br />At its annual meeting on December 11, 1984, the Compact <br />Administration asked the Bureau of Reclamation to initiate the <br />first 5-year review of the Operating Principles. The Bureau of <br />Reclamation completed its review of Project operations and the <br />Operating Principles in December 1988, and reached various <br />conclusions and made a number of recommendations (attached). I <br />am enclosing them because not all of the Bureau's recommendations <br />were implemented. <br /> <br />The time is approaching to begin the first 10-year review of <br />the Operating Principles. David and I recommend that the <br />Colorado representatives place the review of the Operating <br /> <br />-.-- <br />
