Curtailment of illegal uses of Colorado River mainstream water in the Lower Basin. <br /> <br />Colorado River Endamlered Fish Soecies <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />Committee met on November 5, 1998, in Las Vegas, Nevada, followed by a meeting of the Work <br />Group on the same day. Two important issues were considered by the Steering Committee: <br />1) consideration of a combined Section 7, Section 10 take authorization process under the <br />Endangered Species Act, and 2) a proposal by Reclamation to conduct a study offish and wildlife <br />resources in Mexico, <br /> <br />I indicated to you at the October 14110 Board meeting that the Department of the Interior (DOl) <br />has been asked to consider a combined Section 7, Section 10 process under the Endangered Species <br />Act for the LCR MSCP. 001 representatives participating in the Steering Committee meeting, via <br />telephone conferencing, indicated that, preliminarily they see a role for both Section 7 and <br />Section 10. However, the 001 representatives are still working out the details of how the combined <br />process would work, A briefing by 001 representatives related to a combined Section 7 and <br />Section 10 process is scheduled for the LCR MSCP Work Group meeting on December 3rd in Las <br />Vegas Nevada. <br /> <br />Also last month, I reported that Reclamation was considering the possibility of a separate but <br />concurrent, reconnaissance level survey of fish and wildlife resources and habitats of the Lower <br />Colorado River area in Mexico between the Southerly International Boundary and Gulf of <br />California. I had indicated that two of the Steering Committee members, the Defenders of Wildlife <br />(DOW), and the Southwest Center for Biological Diversity (SWCBD), were asking the Steering <br />Committee to recognize the value of Reclamation 's efforts and to give the study results full and good <br />faith consideration, Many Steering Committee members stated that it would be inappropriate to <br />support Reclamation's study when: I) there has been no official contact with Mexico; 2) there was <br />not a clear understanding of what the study would accomplish; 3) no other proposed studies have <br /> <br />6 <br />
