<br />Included in the Board folder is an announcement from Governor Wilson's office, dated
<br />October 20th, appointing Mr. Tellis Codekas and Mr. Theodore Fish, to the Colorado River Board,
<br />as representatives of the Coachella Valley Water District, Mr. Fish has been designated as
<br />Mr, Codekas' alternate.
<br />

<br />Included in the Board folder is a draft copy of the proposed 1999 Board meeting schedule.
<br />I would like the Board members to review it for any conflicts and provide me with comments. I plan
<br />on asking for approval at the December Board meeting in Las Vegas, Nevada.

<br />Colorado River Water Reoort
<br />
<br />During September 1998, storage in the major Upper Basin reservoirs decreased by 617,000
<br />acre-feet and storage in the Lower Basin reservoirs increased by 75,000 acre-feet. Total System
<br />active storage at the end of September was 55.847 million acre-feet (maf) or 94 percent of capacity,
<br />which is 0.664 maf more than one year ago.

<br />October releases from Hoover, Davis, and Parker Dams averaged 11,010, 12,300 and
<br />11,030 cubic feet per second (cfs), respectively, Planned releases from those three dams for the
<br />month of November are 12,200, 15,210 and 11,020 cfs, respectively, The November releases
<br />represent those needed to meet downstream water requirements plus those for flood control space
<br />building,

<br />The actual April through July 1998 unregulated inflow into Lake Powell was 8.625 rnaf,
<br />which is 112 percent of the 30-year average for the period 1961-1990. The unregulated inflow into
<br />Lake Powell for the 1997-98 water year was \3.660 maf, or \\7 percent of the 30-year average,

<br />The Lower Division states' estimated consumptive use of Colorado River water for calendar
<br />year 1998, as estimated by Board staffonNovember 3"', totals 7,844 mafandis projected as follows:
<br />Arizona, 2.590 maf; California, 5,0\2 maf; and, Nevada, 0.242 maf, Estimated additional
<br />unmeasured return flow credits of 0,252 maf would reduce the total amount to 7.592 maf. For
<br />calendar year \998, the Central Arizona Project (CAP) is projected to divert \,225 maf and The
