<br />Stalement of Governor Mike Sullivan reo <br />Glen Canyon Dam Draft Environmental Impact Stalemeot <br />Much 21, 1994 Page 4 <br /> <br />More recently, 5 ince the release of the dEIS, it is our <br />understanding that Reclamation is now attempting to embrace the <br />position that releases in excess of powerplant capacity can legally <br />be made, and that the existing Law of the River has been over- <br />ridden by the passage of the Grand Canyon Protection Act. <br />Reclamation has informally indicated that they intend to make <br />beach/habitat-building releases in March of 1995, and that they <br />will propose the inclusion of such a release regime in the Water <br />Year 1995 Annual Operating Plan. As flows greater than powerplant <br />capacity are contrary to the law, Reclamation's attempts to make <br />those releases will be opposed by the state of Wyoming. <br /> <br />Many, many questions remain to be answered and although the <br />dEIS has been printed, numerous research projects funded for the <br />EIS process are continuing and it will be some time before many <br />reports are drafted. This is in part why an adaptive management <br />program is proposed for every alternative that would continue the <br />changed operations at the Dam. While Reclamation has conceptually <br />addressed the adaptive management program, endangered fish research <br />and other common elements, this "full disclosure" document contains <br />precious few details about how and by whom future management <br />activities and decisions will be made at Glen Canyon Dam. We are <br />quite disappointed in the lack of detail concerning those <br />management and research activities that will have so much future <br />impact on the operation of Glen canyon Dam. <br /> <br />We appreciate the opportunity to provide these comments at the <br />public hearing. The state of wyoming will be providing detailed <br />comments concerning the dEIS by or before the April lith comment <br />deadline. Thank you. <br />
