Such mitiga- <br />tion features should be included in the project <br />authorization legislation and provide for installation <br />and operation of salinity control measures in the ?roj- <br />ect area or any other area in the Colorado River Basin <br />l.]here they are found to be effective and efficient." <br /> <br />Mexican officials have stated the salinity of the Colora~o River <br /> <br />is the outstanding problem between the two countries. This is well <br /> <br />recosnized by the State De~artment. ht the December 1970 Colorado <br />River Hater Users' Association, Hr. J. F. Friedkin, United States <br />Commissioner, International Boundary and Hater Commission, stated <br /> <br />his support for remedial measures to prevent future increases in <br />selinity. <br /> <br />Conclusions <br /> <br />A key policy objective which has been expressed by the Colorado <br />River Board and Federal officials is that salinity of the Lower Colo- <br />rado River should be maintained at or near present levels. Salinity <br />is recognized as a basinwide problem, and salinity control measures <br />should be undertaken in cooperation with the Federal government and <br />the Colorado River Basin states. Mexico is also vitally interested, <br /> <br />as Colorado River salinity is one of the major controversial issues <br /> <br />between the United States and Hexico.
