1974 FISCAL YEAR HIGHLIGHTS v...A.A.A.A.A.A \..AAA.A..A.A.A ~ On August 2. 1973, the 10th Circuit Court of Appeals ruled that Congress. by specifically denying funds for barrier dams. had effectively negated clauses in Public Law 84-485 that prohibited reservoir water in Rainbow Bridge Na. tional Monument. The plaintiff's petition for Writ of Certiorari to the U.S. Su- preme Court was denied, thus ending the long litigation over Rainbow Bridge. A lawsuit was filed in January 1974 by the Sierra Club and others, charging noncompliance with the National Envi. ronmental Policy Act on the Bonneville Unit, Central Utah Project. Federal Judge Willis Ritter, Salt Lake City, ruled on May 21,1974. that the plaintiffs had failed to prove their case. On November 29, 1974. the 10th Circuit Court of Ap. peals affirmed the lower court ruling. A petItion for rehearing was later denied. Congressional hearings were held on H.R. 1194 on October 20. 1973. to fa. cilitate incorporation of the city of Page. 2 Arizona (Glen Canyon Unit). Hearings were subsequently held in Washington. D.C.. in March and June of 1974 before both House and Senate Committees on bills for the same purpose. Bids for construction of the Currant Creek Dam. Bonneville Unit. Central Utah Project. were opened on June 18. 1974, with the apparent low bid being $18,347.191. Contract was awarded July 15, 1974. Bids were opened late in the year for Hayden Substation, Stage 02. Construc- tion was completed on Midway Station, Stage 02. and essentially completed on Weld Station, Stage 01. The Gunnison River was diverted through the dIversion tunnel at the Crystal dam site on the Curecanti Unit on November 6, 1973. Award of contract was made in June 1974 to construct Nambe Falls Dam, San Juan.Chama Project.
