<br />In June 1974, Congress enacted Ihe Colora-
<br />do River Basin Salinity Control Act (Public
<br />Law 93-3:!O) whkh directed the St'aetary of the
<br />Interior to e\pl.-dite planning studies on I:!
<br />salinity-concrol projttts of a hasinwide pro-
<br />gram to control the dissol\ed solids of Colora-
<br />do RiH'r waler and to comtruct four select
<br />salinity-control projects. Titk I of the Act
<br />authoril{'d the construt'tion of fat'ilities and
<br />on farm measures to enabk the United States to
<br />compl)' with it, obligations under .\Iinule No.
<br />:!4:! of the International Boundary and Water
<br />Commission, United States. and \1exico. In
<br />brief. .\1inute :!4:! requires that \\ater delhert'd
<br />to \lcxico ha\e an a\erage annual dissolvcd-
<br />solids l.:onl.:cn1ration Ihat is no more than 115
<br />mglL (.:t _~O mg/l) greater than the concentra-
<br />tion in Colorado Ri\er \\-ater arrh-ing at Imperi-
<br />al Dam upstream of the- United States-~lexican
<br />border.
<br />At the Slatt" ]evel, all st"\"en Colorado River
<br />basin Stalt"s h;1\e appointed representathes to
<br />Ihe Colorado Ri\er Basin Salinity Control
<br />Forum and 10 Ihe Colorado Ri\er Basin Salini-
<br />ty Control Advisory Council to coordinate
<br />State actions and to advise the Federal Go\'Crn-
<br />ment on the State "ie\\-" on issues affecting
<br />\\-ater-quality standards and ways to meet those
<br />standards. At tht' Federal !c\'e1, dissol\ed-
<br />solids-control efforts l)f the U.S. Department
<br />of the Interior, the U.S. Environmental Protec-
<br />tion Agency, and the U.S. Department of
<br />Agriculture arc coordinated through an Intera-
