Historical background: <br /> <br />1. The Colorado Water, Conservation Board began <br />steps to form a state water plan in 1970. <br /> <br />2. The Bureau of Reclamation has been funded for <br />such a study and has a major responsibility for <br />the study. <br /> <br />3. The absence of a state water plan to direct water <br />resource development and management "will <br />retard further growth" in Colorado. (p. 2) <br /> <br />B. The objective of the study is "to develop a long-range <br />state-wide water plan." (p. 3) <br /> <br />C. Specific goals include determining: <br /> <br />1. How to best meet future water demands under <br />,existing commitments. <br /> <br />2. Alternatives for full use of the State's water <br />resources and an evaluation of such alternatives. <br /> <br />3. The potential for augmentation of water resources. <br /> <br />D.
