Sand Layer <br /> <br /> <br />SOURCE OF SALT LOADING <br /> <br />There are approximately I million acres of irrigated cropland in 17 identified <br />salt sources units in the Colorado Basin. Ten of these units are presently <br />considered feasible salinity control projects and would involve treatment on <br />nearly 700,000 acres of irrigated cropland upon full implementation. <br /> <br />D. The Colorado River Basin Salinity Control Act <br /> <br />Salinity Control in the Colorado ,River Basin is addressed in the Colorado <br />River Basin Salinity Control Act of 1974, Public Law 93-320. The Act has two <br />major sections. Title I of the Act relates to maintaining 'the water quality <br />(salinity concentrations) standards which the United States agreed to on <br />August 30, 1973, in Minute 242 of the International .Boundary and Water <br />'Commission for water delivered to Mexico under the Mexican Water Treaty of <br />1944. . This section relates to a program for improving irrigation efficiencies <br />and reducing highly saline irrigation drainage return flows from the <br />Well ton-Mohawk Irrigation and Drainage District. Title I also authorizes the <br />USDI to proceed with the design and construction of a large desalinization <br />plant to .treat excess irrigation drainage return flows from the Well ton-Mohawk <br />area. <br /> <br />Title II of the Act deals specifically with the salinity concentrations in the <br />Colorado River above Imperial Dam, and the controls necessary to meet United <br />States water quality (salinity concentration) standards established by the <br />seven basin States and the EPA. The Secretary of Interior was authorized to <br />undertake various investigations and studies to determine the nature of salt <br />loading problems, potential salinity control solutions, and costs.
