The Chafee amendment provides <br />that "non-federal interests shall contribute 50 per"ent of the cost of <br />any feasibility report for any water resources study prepared by the <br />secretary" of the Army thru the U.S. Army Corps of Er gineers, with "not <br />more than one-half" of the non-federal contributions )eing in-kind (ser <br /> <br />. <br />groups <br /> <br />. <br /> <br />r" <br /> <br />vices~ materials and supplies). <br />. Sen.. <br />A second cost-sharing amendment bylDavid Durenbe%~er, R-M1nn., was <br />adopted by voice vote. It allows a non-federal sponso: of an urban or <br />rural flood protection project contributing five percent in cash up <br />front to repay only 25 percent of the cost of the project if he does sO <br />"during construction of the project." Otherwise, the non-federal spon-' <br />sor must cost-share 35 percent; under latest version of the bill, during <br />a 50-year repayment period. Faster repayment at a lower cost-share can <br />be a better deal fOr the federal government if a non-federal sponsor <br />wants to repay early, Durenberger told the Committee. The city of Rocher <br />ter, Minn., has requested such an arrangement, he explained. <br />Mark-up of the so-called Abdnor water bill began in the Environmeni <br />Committee on Oct. 19, and it is due to continue on NOV. 1. The Commit- <br />men ts <br />tee staff is not giving out amendments beforehand or agreed-on amend/I! <br />after the mark-up sessions. The press has to sCrounge for them. The <br />staff is concerned that special interests will attack an already vulner- <br />able bill if it makes the amendments available.
