Li...l1.J.'J

the dam during high runoff simply
flows through the outlet at a steady,
though unregulated rate,

4. BUREAU OPERATION OF HERON
RESERVOIR: The Bureau of Reclama-
tion stores only imported San juan.
Chama Project water in Heron reser~
voir and releases it in accordance
with requests from those who have
contracted for its delivery. Water
levels in the reservoir have generally
been maintained at or near the
400,000 af capacity since filling in
1983. The Bureau is authorized to
divert an average of 110,000 aflyr (not
to exceed 135,000 af in anyone year)
in order to replenish reservoir storage
and to meet project requirements.

The Bureau contracts provide that
users must accept delivery of their
water by December 31 of each year,
Users are not entitled to carryover
storage in Heron Reservoir; they
therefore lose their right to water that
is undelivered by the end of the year,
even though they must still pay for it.
This provision led to the situation
where large flows from Heron were
released in December, as buyers
scrambled to find downstream stor-
age space or a use for their water, and
called for the water prior to the year
end deadline.

These extremely high December
flows, followed by no SjC releases in
the winter months when the natural
Rio Chama flow is quite low, were
frustrating to the U.S. Fish and Wild.
life Service and others who wanted to
see thriving fishe.ies on the Chama.
Negotiations commenced and the
Bureau, with the concurrence of SJC
contractors, has on a year by year
basis extended the December deliv-
ery deadline into March and April to
permit Heron releases for fish
enhancement during the low flow
winter months.

The State of New Mexico, through its
Interstate Stream Commission (ISC)
and the State Engineer, is involved in
the delivery of SjC water. The ISC
acts as an intermediary between the
Bureau and many of those who have
contracted for SJC water, informing
the Bureau when deliveries are

M'''"''fF ,~ 'W.

_ ;~""!lI' ,.~, G"I
~
.II' ''h ~~
?fJ!.':', .... .:q,',,' ~-^". .".a
"HERON RE-SERVOIR

"!iI'

~ ~'?l\;~ ~/,'-';
Ii!
'tlll

~

19

':Il

ti

.;!ill
~

r~
PriInai'y Owner:
AUthorization:
l!'
Authorized Purposes:

Year COD1pleted:
"
Water $~pply Storage:
~'"v
1otk.IS~orage ,CapaCity:
~~l~~<< . .<'

~;.

Bureau of R~c]amation
A,

q;iJ
~

;f

" 1:lp2 (P~ 87-483)' "f ,,'
/,;Wate,r supply storage forSan Juan-Chama ProjeCt'
1971
400,000 af
400,000 ai

~; ~

"

iO;'!

,i!

~~~
!(1
;':'i;
"",
'Herof;:Dam is the mairt s~ructurewhich Th~ Bureau of l~eclamati()n opeI~t~:s
stotes water imported td'the Rio Grande Heron ~eservoir fr()J'tlI!sAibu.que;.que
bas~hthr{)ugh the Sa~ JUan~S:hama,P~o- :;jdis,tri_ct o(fice.
