'(',1 ·
along the middle Riolt~~nde would
be able to divert and use this water
that, absent Cochiti storage, would
have journeyed to Elephant Butte
Reservoir in the spring runoff. An
exception to this rule exists, however.
In order to protect against flooding by
summer thunderstorms, Cochiti
needs to have empty storage space of
212,000 acre feet. Therefore, even if
the summer inflow is less than 1,500
cis, water will be evacuated from
Cochiti when such releases are neces-
sary to lower the reservoir to provide
212,000 af of flood storage capacity.

The final operating criterion for
Cochiti Reservoir, as with each dam
of the Middle Rio Grande Project, is
that the water which is carried over
from the spring/summer flood sea-
son must be completely evacuated by
March 31 of the following year, As
mentioned previously, this require-
ment can be waived with the consent
of the three Rio Grande Compact
Commissioners, as can other Project
operating criteria.

Two factors arose in recent years that
have put pressure on the Corps to
modify its Cochiti operations. First,
high water in Cochiti Reservoir has
resulted in raising the ground water
table and waterlogging lands of the
Cochiti Pueblo. The second con-
troversy involves environmental con-
cerns over continued high water,
including possible effects on eagle
habitat and Bandelier National
Monument.

2. ABIQUIU DAM AND RESERVOIR: The
operating criteria for Abiquiu Dam
are similar in scope to those at
Cochiti. Flood control at Abiquiu
begins when the flow in the Rio
Chama approaches potentially
damaging magnitudes below the dam
or when effective flood control regu-
lation at Cochiti requires upstream
storage. Stored waters are then
released as quickly as possible subject
to channel capacities, restrictions to
prevent the MRGCD users from
diverting the water, and other previ-
ously described crileria of the 1960
Flood Control Act.

In 1981, reservoir use at Abiquiu

~

ABIQOIl-} RESERVOIR'

II

Prim<1.ryQwner:' '
Authorization::

Corps of Engmeers
1948 Flood CO!)trol Act

:Wl

>,

Authorized PurposeS:"i Flood and sedhneryt cOl1tt;Ol,,~\vater supply
,
Year C6mplei~d' 1963
1!Ir^
Water S\lpplY,\,torage " 200,000 af
Total Storage Capaciry:j1.2 million af
:";" .'':"
'1;\b,~quiu,Dam isHle main/IdQd (;ontrol izedstorage,.whi!~,SaJ.'ltaFe, Taqs" the
sttucture, on the Rio qhi{ma;It is us~d;; Departm~it_tofEnergy,"a~dother San
d~liit19 mostspring run,off periodste' Jtlan,Chamacoptractors-utilizethe
state water that would otherWise cause temain~e:r,:Of therenlaininglmillion ;;
flooding along the RioChallla and the acre fet;t bHOtalstoragecapacityjnA~i- ,.
Rio Grande. quiu, only:about half this amount i? used
In 1981,c:owessauth'odzed the use of to stoteanc.i control~oodwatei's:The rest
Abiquiu res~,r,v()>~J(}r storing ?,~;, I~~n, ~sJ{~eh~r:~~~~~'~~~re.protection'"
Cha:ma Water., The City of Albuquerque
usesmo~f'of the 200,OOO"ac of this author-

i'.~ '!\'!1;

. ~
CABALLO RESERVOIR

,j'li :rll .~

1'rimai'~:Owner: ,Bureauo(Redamati6ti. ti

Authorization:iIJ Acts iri 1935 an.d 1?,~6 llil

Aujhori.zedPllrpo~es; :VYat~r ~tipply; floOdFO'1t,tol' ".;

Year COq1~leted:" ~ 193~ ," ., ..!1 u!

Waf~rSuppIY'StQ~<ige: 231,OPO ,af'(CO~~eTvati~n'~8!or'a~):,:

" ",100,000 af (flood control)'" , ,"
,. ." _.,'. /',,~, i\71 !;!' ,:>",~1.".
