<br />that, absent Cochiti storage, would
<br />have journeyed to Elephant Butte
<br />Reservoir in the spring runoff. An
<br />exception to this rule exists, however.
<br />In order to protect against flooding by
<br />summer thunderstorms, Cochiti
<br />needs to have empty storage space of
<br />212,000 acre feet. Therefore, even if
<br />the summer inflow is less than 1,500
<br />cis, water will be evacuated from
<br />Cochiti when such releases are neces-
<br />sary to lower the reservoir to provide
<br />212,000 af of flood storage capacity.
<br />
<br />The final operating criterion for
<br />Cochiti Reservoir, as with each dam
<br />of the Middle Rio Grande Project, is
<br />that the water which is carried over
<br />from the spring/summer flood sea-
<br />son must be completely evacuated by
<br />March 31 of the following year, As
<br />mentioned previously, this require-
<br />ment can be waived with the consent
<br />of the three Rio Grande Compact
<br />Commissioners, as can other Project
<br />operating criteria.
<br />
<br />Two factors arose in recent years that
<br />have put pressure on the Corps to
<br />modify its Cochiti operations. First,
<br />high water in Cochiti Reservoir has
<br />resulted in raising the ground water
<br />table and waterlogging lands of the
<br />Cochiti Pueblo. The second con-
<br />troversy involves environmental con-
<br />cerns over continued high water,
<br />including possible effects on eagle
<br />habitat and Bandelier National
<br />Monument.
<br />
<br />2. ABIQUIU DAM AND RESERVOIR: The
<br />operating criteria for Abiquiu Dam
<br />are similar in scope to those at
<br />Cochiti. Flood control at Abiquiu
<br />begins when the flow in the Rio
<br />Chama approaches potentially
<br />damaging magnitudes below the dam
<br />or when effective flood control regu-
<br />lation at Cochiti requires upstream
<br />storage. Stored waters are then
<br />released as quickly as possible subject
<br />to channel capacities, restrictions to
<br />prevent the MRGCD users from
<br />diverting the water, and other previ-
<br />ously described crileria of the 1960
<br />Flood Control Act.
