Economic studies <br /> <br /> <br />indicated that the costs for canal lining or conversion to <br /> <br /> <br />buried pipes would offset the operation and maintenance <br /> <br />costs of unlined canals (and reduce water losses) as long as <br /> <br /> <br />financing could be obtained at low costs. Since the start <br /> <br /> <br />of the E-65 Project, rehabilitation has been concentrated on <br /> <br /> <br />smaller laterals. Approximately 80 km of buried pipeline <br /> <br /> <br />laterals have been installed using money contributed by the <br /> <br /> <br />owners, most of whom received water with pressure adequate <br /> <br /> <br />for the use of gated pipe. Losses also have been greatly <br /> <br /> <br />reduced by the rehabilitation of approximately 64 km of <br /> <br /> <br />earth laterals, primarily through the installation of pipe. <br /> <br /> <br />This rehabilitation work is estimated to continue for 5 or 6 <br /> <br /> <br />more years. A monitoring and supervisory control system was <br /> <br /> <br />installed for the pumping station and major control structure <br /> <br /> <br />which provides improved system operation. <br /> <br />Financing of the improvements to the E-65 System was through <br /> <br /> <br />a loan and grant made by the U.S. Bureau of Reclamation, <br /> <br /> <br />(Water and Power Resources Service) through the Small <br /> <br /> <br />Projects Act (PL984). A loan of nearly $10 million, a grant <br /> <br /> <br />of $53,600, and a District contribution of slightly over <br /> <br /> <br />S3 million for a la-year program to improve structures in <br /> <br /> <br />the laterals will be used to fund the $13 million project <br /> <br /> <br />cost. <br /> <br />-14- <br />
