. CLOSED BASIN DIVISION, SAN LUIS VALLEY PROJECT, COLORADO OPERATING CRITERIA The U.S. Bureau of Reclamation (Reclamation) was authorized to construct, operate and maintain the Closed Basin Division, San Luis Valley Project, Colorado, by Public Law 92-514, dated October 20, 1972, and modified by Public Law 96-375 dated October 3, 1980, Public Law 98-570 dated October 30, 1984, and Public Law 100-516 dated October 24, 1988. These operating criteria are pre- pared pursuant to that authorized responsibility consistent with Colorado water law and the Rio Grande Compact. The authorizing legislation cited above provided for an Operating Committee con- sisting of one member appointed by the Secretary of the Int~rior (federal), one member appointed by the Colorado Water Conservation Board (state) and one member appointed by the Rio Grande Water Conservation District (local). In accordance with the legislation, the Committee is to determine from time to time whether the requirements of Section 102 of Public Law 92-514 as amended are being complied with. The Committee shall inform the Secretary if the operation of the project fails to meet the requirements of Section 102 or adversely effects the beneficial use of water in the Rio Grande Basin in Colorado as defined in Article I(c) of the Rio Grande Compact. Upon receipt of such information the Secretary shall modify, curtail, or suspend operation of the project to the extent necessary to comply with such requirements or eliminate such adverse effects. Individuals or entities having concern about the project operation should con- tact their appropriate representative on the Operating Committee. Appendix B provides the addresses and telephone numbers of the current Operating Committee members.
