<br />I. <br /> <br />\'i,' <br /> <br /> <br />/ <br /> <br />lOG7 <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />1974 OPERATIONS <br />1975 OUTLOOK <br /> <br />General <br /> <br />This is the sixth Annual Operat.ing Pliln for the Fryingpan-Arkansas <br />Project, which, when completed, will consist of federally owned <br />dams. reservoirs canals, tunnels, pumping plants, hydroelectric <br />nowerplants, electric transmission lines, substations, and other <br />facilities. As indicated by the enclosed project map, these <br />features are or will be located in the rryingpan River and Hunter <br />Creek Drainage areas of the Colorado River Basin and in the Arkansas <br />River Basin, central and southeastern Colorado, respectively. <br /> <br />. <br /> <br />These extensive ,works will ultimately make possible the orderlv and <br />beneficial use of water for irrigation, hydroelectric nower genera- <br />tion. fish and wildlife preservation, and municipal and industriill <br />uses, ilnd provide flood control ilnd other collaterill benefits. <br /> <br />The Fryingpan-Arkansils Project was authorized under Public Law <br />87-590, 87th Con~ress, H.R. 2206, on August 16, 1962. This law <br />provides that the project will be operated under Operating Principles <br />adonted by the State of Colorado April 30, 1959, as amended December <br />30, 1959, and December 9, 1960. These Operating Principles were <br />published ,by the 87th Congress, 1st Session, as House Document No. <br />130. A copy of these Operating Principles is included as an appendix <br />to this report. <br /> <br />Currentlv. project features in operation are Ruedi Reservoir, <br />Turquoise Lake, Charles H. Boustead Tunnel, and the South Side <br />Collection Svstem exclusive of Hunter Creek. Nast Tunnel was holed <br />through in 1973; however, the diversion works to divert Ivanhoe Creek <br />is part of a later contract. Completion of the Hast Tunnel does <br />enable the diversion of flow from Lilv Pad Creek. <br /> <br />The amount of water required for replacement and the amount available <br />for marketin~ from Ruedi Reservoir has not vet been resolved. Studies <br />have been initiated to determine the replacement requirement and to <br />develop a marketin~ nolicy. Until these studies have been completed, <br />the rE\servoir will he operated for flood control, recreation, and <br />piscatorial nurposes. <br /> <br />. <br /> <br />Turquoise Lake will be operated for regulation of project and non- <br />project water on a service basis as well as for incidental fish and <br />wildlife and recreation purposes. <br />
