.

.

0372
internal audits. representing 19% of all the internal auditing
done by the IG staff. FQr the first 3 years under Inspector
General Mulberry. FY 82-84. audit effort was reduced for this
purpose to less than 24 staff years. which constituted a
reduction from 19% to 7% of all the IG's internal audit
activity.

~.

It should be noted that at the time the last audit was
completed in 1981. at least thirteen other projects with costs
greater than $100 million were either completed or under
construction and remained to be audited. These are listed in
Table 1.

Additionally. the Reclamation Dam Safety Program. with an
authorization ceiling of $100 million. also remained
unaudited. In fact. the Dam Safety Program was scheduled for
audit in the FY 81 Audit Work Plan. but postponed after
Mulberry assumed office. As finally rescheduled to begin in
the fourth quarter of 1984. the proposed audit of the Dam
Safety Program represents the only audit of Reclamation
projec~s with the potential for recovery from local interests
ever scheduled during Mulberry's tenure as Inspector General.

TAOLE 1

Unaudited Projects with Costs Greater Than $100 Million

Project and State
Boulder Canyon-Hoover
Dam And Powerplant.
