The project is coordinating field <br />activities and interpretative analyses with other related studies, both within <br />and outs ide the U,S. Geological Survey. This work-plan report serves as an <br />information guide in implementing the proposed Phase-J I work tasks of the <br />assessment. <br /> <br />During 1975, a. Regi.onal Residuals-management study (referred to in this <br />report as the residuals-management analysis) has been performed by the U,S, <br />Geological Survey (1976.), This research-oriented analysis seeks to defIne the <br />relationships between water use. the prIces of raw materIals, and the costs of <br />modifying resIduals to meet environmental standards. ResIduals management <br />.identlfies and evaluates strategies for reducing or modifying discharge of <br />waste materials in order to meet environmental-qual ity goals,. The residuals- <br />management approach con.centrates on coal mining and conversion to electricity <br />or gas products. The study, which deals with plant-level processe.s, provI'des <br />an analytical basis to assess the impact of coal-resource development on re- <br />gional water resources arnd envIronmental quality. Certain compon.ents of this <br />first-phase residuals-management analysis will provide inp.ut to the Vampa <br />RI ver bas in assessment. <br /> <br />Both projects pres.ently are entering second phases of their respective <br />. studies.
