<br />u~~J1:~ <br /> <br />Because of the design of the project darns and canals, sev- <br /> <br /> <br />eral potential hydroelectric sites exist that have not been <br /> <br /> <br />developed. Rising fossil fuel costs, particularly since <br /> <br /> <br />1973, have spurred an interest in development of some of <br /> <br />these si tes. <br /> <br />THE PLANNING PROCESS <br /> <br />Beginning in October 1970, the District staff and its con- <br /> <br /> <br />sultants, CH2M HILL, jointly began developing plans for <br /> <br /> <br />modernizing and improving the irrigation systems. In July <br /> <br />1972, studies into the feasibility of developing the hydro <br /> <br /> <br />potential at Kingsley were authorized by the Board of <br /> <br /> <br />Directors. Since their beginning nearly 9 years ago, the <br /> <br /> <br />projects have moved ahead steadily. Figure 2 shows the <br /> <br /> <br />major activities that have occurred since 1970 and those <br /> <br /> <br />that are currently scheduled for the near future. A des- <br /> <br /> <br />cription of the major activities is presented in the fol- <br /> <br /> <br />lowing sections. <br /> <br />THE H1PROVEMENT PROGRAr-l <br /> <br />The [-65 System Improvements. As shown on Figure 3, the <br /> <br />initial phase of the project was the development of a master <br /> <br /> <br />plan for the system.
