<br />Advance Planning Activities <br />Duranf,o, Colorado <br /> <br />Special Considerations <br /> <br />Animas-La Plata Project <br /> <br />1. :.. <br /> <br />The Durango Division Alternative Plan presented in the enclosed summary <br />sheets provides an opportunity for improving the plan contained in the <br />Authorizing Report, This plan has evolved through imput and evaluation <br />of several alternative plans by the Animas-La Plata Advisory Team during <br />the past 12 months, However, the Depletion for Colorado Development is <br />estimated at 145,300 AF and exceeds the depletion estimated in the <br />Authorizing Report by 30%, This increase in part is the result of using <br />a value of 100% depletion for industrial sources (Southern Ute M&I-). and <br />in part by significant increases in the municipal supply requests for <br />Durango, Colorado (9,200 AF to 30,000 AF) and the industrial supply <br />requests of the Southern Ute Indian Tribe (30,000 AF to 55,000 AF). <br /> <br />In order to keep the depletion of present development and on-going fUture <br />development in Colorado within Colorado's apportionment of the waters of <br />the Colorado River it appears that some modification of the enclosed plan <br />would be in order, <br /> <br />" <br />I <br /> <br />A depletion constraint on the Advisory Team's past activities had not <br />been considered and the application of such a constraint at this time <br />will no doubt be frustrating, It is extremely important that Ii <br />Preliminary Plan be selected in the inunediate fUture to insure that our <br />planning schedul.e for completiOn of the DPR by September 1976 can be' <br />met. <br />
