<br />. <br /> <br />. <br /> <br />. <br /> <br />5 <br /> <br />Mexico advised on March 10, 1977, that its Arid Zones Geohydrological Direc- <br />torate planned to drill a series of exploratory wells at the Andrade Mesa <br />(the portion .in Mexico of the Imperial East Mesa' in California) near the <br />international boundary. There was no construction in 1977. The .United <br />States Commissioner on November 29, 1977, advised the Mexican Commissioner <br />that the United States would object to Mexico installing any production <br />wells in the area near the boundary. <br /> <br />Mexico on October 17, 1977, advised that its Rio Sonoita Basin adjacent to <br />the Arizona-Sonora boundary had been decreed "A prohibited zone" to further <br />groundwater development. <br /> <br />Assistance to Mexico in Rehabilitation Program. <br /> <br />Point 7 of Minute No. 242 provides that: <br /> <br />"The United States will support efforts by Nexico to obtain appro- <br />priate financing on favorable terms for the improvement and rehabili- <br />tation of the Mexicali Valley. The United States will also provide <br />nonreimbursable assistance on a basis mutually acceptable to both <br />countries, exclusively for those aspects of the Mexican rehabilitation <br />program of the Mexicali Valley relating to the salinity problem, <br />including tile drainage. II <br /> <br />The Government of Mexico has not asked the United States for assistance in <br />obtaining financing for the improvement and rehabilitation of the Mexicali <br />Valley. Nor has Mexico proposed nonreimbursable assistance for those aspects <br />of the Mexican rehabilitation program relating to the salinity problem, <br />including tile drainage. The Mexicali Valley rehabilitation program was <br />essentially complete at the end of calendar year 1977, with the exception of <br />some small areas where leveling and drainage work are still underway. <br /> <br />Acknowled~en t. <br /> <br />The full cooperation of the Department of the Interior, Bureau of Reclamation, <br />which again enabled compliance with the salinity agreement with }lexico, as <br />reported herein, is acknowledged with appreciation. <br /> <br />1~;~~~~ <br /> <br /> <br />Commissioner <br /> <br />. --<./ <br />
