2

. The Commission has agreed by exchange at. letters that the records show that
the differential during calendar year 1977 was in accord with Point 1 of
Minute No. 242.

The results of operations under Minute No. 242 are shown graphically on
Exhibit 2, which also shows the. salinity of the waters arriving at Imperial
Dam and of the waters made available to Mexico at the Northerly International
Boundary since 1951, the first full year of deliveries to Mexico under the
Water Treaty of 1944.

The interim measure adopted by the United States to effect the reported salin-
ity differential pending completion and operation of a desalting project, con~
sists of discharging of all Well ton-Mohawk drainage waters to the Colorado
River downstream from Morelos Dam until June 23, 1977, and thereafter convey-
ing these waters-by means of the then completed bypass channel to the Gulf
of California, and substituting "tor such waters an equal volume of other
waters, consisting principally of waters from above Imperial Dam and of
water pumped on the Yuma Mesa.

During calendar year 1977 the quantity of Well ton-Mohawk drainage waters dis-
charged to the Colorado River below Morelos Dam and the Gulf of California and
substituted for by other waters in making deliveries to Mexico, was as follows:

Calendar Year

Acre-Feet

Cubic Meters

.

1977

206,822

255,113,000

Deliveries on the Land Boundary

Point 1 of Ninute No. 242 further provides that:

"The United States will continue to deliver to Mexico on the land
boundary at San Luis and in the limitrophe section of the Colorado
River downstream from Morelos Dam approximately 140,000 acre-feet
(172,689,000. cubic meters) annually with a salinity substantially
the same as that of waters customarily delivered there."

The quantities of waters delivered to Nexico on the land boundary at San Luis
and in the limitrophe section of the river below Morelos Dam, excluding the
Well ton-Mohawk drainage ~aters, were:

Calendar Year

Acre-Feet

Cubic Heters

1977

93,259

115,034,000

The decrease in deliveries on the land boundary and in the limitrophe section
below Norelos Dam in calendar year 1977 from the annual volume of 140,000
acre-feet (172,689,000 cubic meters) referred to in the ~linute, was made up
by waters delivered to Mexico in the bed of the river above Morelos Dam as
is required by Point 1 of the }linute.
