Utah 84147 <br /> <br />Dear Mr. Gold: <br /> <br />This letter is submitted on behalf of the seven Colorado <br />River Basin states' governors' representatives for Colorado <br />River reservoir operations (States' Representatives) and the <br />Upper Colorado River Commission (Commission). The purpose of <br />this letter is to provide comments on the scope of the Glen <br />Canyon Dam Environmental Impact Statement (EIS). <br /> <br />Secretary Lujan'S July 27. 1989. news release announcing <br />the EIS. and subsequent notices in the Federal Register, <br />indicate the EIS is to address impacts "on the downstream <br />environmental and ecological resources of the Glen Canyon <br />National Recreation Area and the Grand Canyon National Park." <br />The States' Representatives and the Commission agree that the <br />geographical scope of the EIS should be limited to that portion <br />of the Colorado River directly affected by the power operations <br />at Glen Canyon Dam. Expanding beyond this geographical scope <br />(as some have suggested) appears to have marginal benefits at <br />best and would necessitate a longer and more drawn out process. <br />unnecessarily introduce a vast number of tangential issues and <br />concerns. and encumber the process with additional complex <br />legal and institutional issues. <br /> <br />As is illustrated by Reclamation's March, 1990. "Background <br />Paper" on the EIS. impacts on the downstream environmental and <br />eCOlogical resources of the Glen Canyon National Recreational <br />Area and the Grand Canyon National Park arise primarily from <br />within-the-month fluctuations in power plant operations. <br />Consequently. the States' Representatives and the Commission <br />believe this should be the focus of the EIS. <br /> <br />2348E* <br />
