The <br />Board appreciates the opportunity to comment. <br /> <br />In previous announcements by the Secretary of the Interior <br />and the Bureau of Reclamation, it has been indicated that the <br />scope of the EIS would cover the "downstream environmental and <br />ecological resources of Glen Canyon National Recreation Area <br />and Grand Canyon National Park." The Board agrees that this <br />limitation on the geographical scope of the EIS is both <br />appropriate and practical. Any broader geographical scope <br />would unduly burden the EIS process and detraat.from focusing <br />on the immediate issues at hand. <br /> <br />This EIS is an outgrowth of the proposed uprating and <br />rewinding of the generators at Glen Canyon Dam and the <br />subseguent initiation of the Glen Canyon Environmental <br />Studies. The proper focus of the EIS is, therefore, on power <br />operations at Glen Canyon Dam, within-th~-month fluctuations in <br />releases being the major source of impacts on the environmental <br />and ecological resources of the Glen and Grand Canyons. As a <br />corollary, the Board recommends that annual reservoir <br />operations, which are determined pursuant to section 602 of <br />Public Law 90-537, not be examined in this EIS. If they are, <br />then the water conservation storage purpose of Glen Canyon Dam <br />must be held inviolate. <br /> <br />With respect to the alternatives to be studied, the Board <br />urges that a full range of structural and non-structural <br /> <br />2353E* <br />
