C"J!,.(7" f"d <br />;)' I O-~ <br />~ ~1 Also, included in the Board folder is a copy of a resolution from the Los Angeles County <br />{: '{j Board of Supervisors urging the Board, the Department of Water Resources, and the Department of <br />~ the Interior to work together to establish operating criteria for the Colorado River reservoirs to <br />provide certainty of water supplies for southern California. <br /> <br />Colorado River Endanl!ered Fish Snecies <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />Committee met on September 25th and the Work Group on October 7th in Las Vegas, Nevada, The <br />contracts with Ogden Environmental Resources Inc for plan development and with Dudek and <br />Associates for program facilitation services have been executed. It is anticipated that the <br />conservation plan for the LCR MSCP will be completed by December 2000. <br /> <br />The decision of the U.S. District Court for Arizona in the case of Southwest Center for <br />Biological Diversity v. United States Bureau of Reclamation and Secretary Bruce Babbitt has been <br />appealed by the plaintiffs to the Ninth Circuit Court of Appeals. The Defenders of Wildlife has also <br />filed an Amicus Curiae Briefin the case. Copies of the appeal and amicus brief have been provided <br />to the Colorado River Board Agency Managers and their respective legal counsels. We are working <br />with California's Attorney General's Office, member agency's counsel, and the other Basin States <br />to develop our next response. <br /> <br />Due to scheduling and logistic difficulties. the second half of the Lower Colorado River tour, <br />originally scheduled for October 27-30, 1997, had to be postponed. The tour will be rescheduled <br />for the spring of 1998, probably the last week of April. <br /> <br />Also, included in the Board folder is the latest status report issued by Reclamation <br />concerning the nesting of the southwestern willow flycatcher. Successful nesting was found at all <br />sites surveyed, with the best results found at Topock Marsh. <br /> <br />4 <br />
