Item 3460-001-0001 requires the Colorado River Board to <br />prepare a quarterly report to the Policy and Fiscal Committees of the legislature detailing the status <br />and progress of California's efforts in developing a plan to live within its Colorado River allocation. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During August 1997, storage in the major Upper Basin reservoirs decreased by 332,000 <br />acre-feet and storage in the Lower Basin reservoirs increased by 83,000 acre-feet. Total System <br />active storage at the end of August was 55.01 9 million acre-feet (mat), which is 3.904 mafmore than <br />one year ago. <br /> <br />September releases from Hoover, Davis, and Parker Dams averaged 15,400, 14,400 and <br />12,800 cubic feet per second (cfs), respectively. Planned releases from those three dams for the <br />month of October are 8,300, 11,000, and 8, I 00 cfs, respectively. The September releases represent <br />those for downstream water requirements plus those for flood control space-building. <br /> <br />The actual April through July unregulated inflow to Lake Powell was 11.321 maf, which is <br />146 percent of the 30-year average for the period 1961-1990. The actual unregulated inflow to Lake <br />Powell for the 1996-97 water year was 16.833 maf, or 144 percent of the 30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 1997, as estimated by Board staff, totals 8.444 maf and is projected as follows: Arizona, <br />2.910 maf; California, 5.269 maf; and, Nevada, 0.265 maf. Estimated additional unmeasured return <br />flow credits of 0.239 mafwould reduce the total amount to 8.205 maf. For calendar year 1997, the <br />Central Arizona Project (CAP) is projected to divert 1.455 maf and The Metropolitan Water District <br />of Southern California (MWD) 1.249 maf. <br /> <br />The preliminary October I st estimate of the 1997 end-of-year California agricultural <br />consumptive use of Colorado River water under the first three priorities of the 1931 California Seven <br />
