WHEREAS. this Board considers the contract between

The Secretary of Interior and the Cities of Colorado springs

and Aurora for joint use of facilities in eastern Colorado

constructed as a part of the Fryingpan Arkansas project in com-

patible with the intent and meaning of section 3(d) of
I

H.R. 2206, 87th Congress, Second Session, which authorizes

the Fryingpan Arkansas project, providing in part that:

"no water. the right to the storage or use of
which is so acquired by anyone other than the
Secretary, shall be transported through or by
'.. ". means of any works of the Fryingpan-Arkansas
project from the Colorado River Basin to the
Arkansas River Basin."
