<br />4 <br /> <br />State got the bonds at 4.7 percent, which was about the best price in 1978 with <br /> <br />a Triple .A rating. A group of Utah banks bought the bonds. The State is planning <br /> <br />to sell the 1980 bonds probably in August, hoping that the market will be better, <br /> <br />and actually has split the issue and will probably only sell $11 million. <br /> <br />lri addition to this program, the State has a program where it has about $3 million <br /> <br />a year to loan to cities to build culinary projects. <br /> <br />Mr. Lawrence stated that the 1978 cost estimate for the dam was $25 million with <br /> <br />the powerp1ant. Utah will share with the Ute Indian tribe on the cost of that, <br /> <br />but the agreement has not been finalized. The State may be concerned, if the <br /> <br />tribe has to go through BIA, that there will be a problem getting an appropriation. <br /> <br />5. Barry Saunders asked that on the third line from the bottom on page <br /> <br />1 that the word "study" be changed to "documentation." Carl Slingerland stated <br /> <br />that he was not present at the February meeting and wanted to know if that was <br /> <br />all Barry had in mind was to document. Barry stated that it was his impression <br /> <br />that the answer of the meeting was that PSIAC was to write a report which <br /> <br />documents what was being done in the areas of interstate and regional planning <br /> <br />and cooperation. It was Barry's recollection that the term documentation was <br /> <br />used. Mr. Slingerland then suggested that "it's own documentation," should <br /> <br />be changed to "a documentation," since WRC was not doing it. Also on page 2 <br /> <br />it was suggested that the word "study" be changed to "work." <br /> <br />Clem Lord stated that this wasn't so much a program of management as it was <br /> <br />planning and said that in the last full sentence on page 2 of the letter it <br /> <br />talked about a management program.
