Call to Order <br /> <br />The meeting was called to order by Robert S. Sanchez, Jr., Special Assistant to <br /> <br />the Secretary, Department of the Interior, Albuquerque, New Mexico. The meeting <br /> <br />commenced at 10:10 a.m., May 1, 1980, in the Smokehouse Room of the Hilton Hotel <br /> <br />in Salt Lake City, Utah. Those members attending the meeting are on the attached <br /> <br />list. <br /> <br />2. Announcements <br /> <br />There were no announcements. <br /> <br />3. Approval of 79-3 and February 7 Special Meeting Minutes <br /> <br />Minutes of the 79-3 meeting "'ere reviewed and approved. Minutes of the February 7 <br /> <br />" <br /> <br />special meeting were reviewed and a correction suggested by Barry Saunders, State <br /> <br />of Utah, Salt Lake City, Utah, as follows: <br /> <br />Page 2, paragraph 3: "Barry Saunders stated that the plan..." <br /> <br />should be changed to "Barry Saunders stated that the policy...." <br /> <br />A motion to accept the minutes as corrected was made, seconded and passed. <br /> <br />4. State Involvement in Water Development in Utah <br /> <br />Mr. Dan Lawrence, State of Utah, Salt Lake City, Utah, presented a report on <br /> <br />Utah's involvement in water development. He reported that for the first 50 years <br /> <br />of statehood development in Utah was centered around seeking money from the Bureau <br /> <br />" <br /> <br />of Reclamation (Water and Power Resources Service), but it became evident that the <br /> <br />Bureau's program was designed for projects that were relatively large. There <br /> <br />appeared to be an area between what individual irrigation companies could do and <br /> <br />what the Bureau could dp. So, in 1947, the Utah Legislature created a revolving <br /> <br />B-1 <br />
