For illustrative purposes, an <br />initial size of 7,384 af C.U. per year of consumable yi~Id attributable to 5,814 participating shares <br />has been chosen. If delivered to the river as a uniform, rnstant demand, 5,000 af C. U. is equivalent <br />to 6.9 cfs, The following would be sources of water f9r the water bank: <br /> <br />"Deferred" diversions at the main headgate ami the storage canal headgate: water <br />attributable by detailed accounting to FLee shareholders participating in the water <br />bank, i.e., water normally delivered to the designated shareholders, which is left in <br />the river for diversion elsewhere, pursuant to ~ rental agreement with the FLWB. <br />! <br /> <br />Water leased prior to March 15th and held in storage: water purchased from FLCC <br />or its shareholders (or others, as needed) and placed in contract space in Pueblo <br />ReseIVoir and Adobe Creek ReseIVoir. <br /> <br />Operations, accounting practices and decision making for the FL WB must be carried out on a daily <br />basis and must be compatible with the current cooper~tive administrative practices on the river as <br />part of the substitute water supply plan or appropriat~ water rights adjudication, The eJl:ampIes of <br />water bank operations included herein are presented las monthly summaries of daily operations in <br />acre feet (at) or instantaneous flow rates in cubic feet per second (cfs). Determination of divertabIe <br />yield from water bank participants is addressed first. Then the development of delivery requirements <br />is addressed. To keep the river whole and avoid injury to other water rights, quantification and <br />accounting oftransit losses, return flow obligations, storage management and evaporation losses, and <br />carriage considerations inside the FLCC system mus~ be analyzed and computed on a daily basis. <br />Land fallowing requirements placed upon participating shareholders also affect return flows. All of <br />these elements are addressed in the following paragr~phs. A schematic drawing of the water bank <br />operation is presented in Figure 7.2. I <br /> <br />Diversions and Transferable Yield <br /> <br />Transferable yield is defined as diversions less return flows to the river less adjustments. <br />Adjustments such as the consumable loss in the main canal and laterals are computed to protect <br />FLCC operations and non-participating shareholded. Yield is the consumptive use portion of the <br />diversion less the adjustments. The components o~ the historical annual average diversions are <br />summarized in Table 7.1 from the analysis in Chl\pter 3. The percentages in Table 7.1 were <br />calculated. For enmpIe, the percentage of return flows was calculated as follows: <br /> <br />60, 088 af <br />%: 222, 919 af x .100 : 26. 96 % <br /> <br />. Diversions are defined as all water historically and a9uallY diverted and measured through the FLCC <br />headgates. Fryingpan-Arkansas Project (Fry-Ark) w~ter is also diverted at the FLCC headgate, but <br />has been factored out and is not included in the dist~ibution analysis. Shareholders may not pledge <br />Fry-Ark water to the water bank and may not appIyIFry-Ark water to lands designated as fallowed <br />under the FLWB program.
