1811 .
In order to use Pueblo Reservoir for a wat,er bank, a contract with the Bureau of
Reclamation would be required. The contract form has become relatively standardized, and
no difficulties in obtaining such a contract are ~oreseen.

The opportunity to store FLCC water in PuebIoiReservoir during the winter storage period
creates the best option for the water bank. At a 5,000 af renter requirement level, the
storage in Pueblo Reservoir could be easily accomplished most years by exchange (described
later). Pueblo Reservoir is also best suited for delivery year round to a wide range of
downstream users. It is located farthest upstream of the four options. However, water can
also be delivered to higher value users in the ~uebIo Area, including Pueblo West, and St.
Charles Mesa, and by pipeline to Colorado Sprirgs and communities along Fountain Creek.

i
To store summer water in Pueblo Reservoir, ~here must be an exchange from the FLCC
,
headgate to Pueblo Reservoir. Through that reach of the Arkansas River, there are already
existing exchanges by the Colorado Canal, the Holbrook Canal, the City of Colorado Springs
(from the mouth of Fountain Creek), and the City of Aurora (from the headgate of Rocky
Ford Ditch). Pueblo West has a pending application for an exchange from the outlet of
Lake Meredith to or near Pueblo Reservoir, ~nd Public Service Company has a pending
application for an exchange from the headgate ~f the Las Animas Consolidated Ditch (below
the FLC headgate) to or near Pueblo Reservo,lr. Other exchanges may also be pending or
sought in the future.

Exchange opportunities by Colorado Springs, Aurora, Public Service Company and Pueblo
West demonstrate that there will be times wl1en an exchange to Pueblo Reservoir may be
feasible, but such an exchange by the water! bank will not be possible on a daily basis
throughout the irrigation season. For that reason the water bank would rely on winter
exchanges to store water in Pueblo Reservoiri

D. John Martin Reservoir (owned by the United States and operated by the Corps of Engineers
pursuant, in part, to resolutions and directions from the Arkansas River Compact
Administration, an interstate agency of thei States of Colorado and Kansas formed by
Congress):

i
This reservoir has a total capacity of 608,~ af, of which 259,000 is reserved for flood
control operations and 349,000 is conservation storage. Pursuant to the Arkansas River
Compact, November 1 to April 1 is the winter/conservation storage period, Summer storage
is infrequent. Whenever John Martin Reservoir became fuII, water bank water would be
forced out and lost, but this would be a rare occurrence.

In order to store water bank water in a new account in John Martin Reservoir, the approval
of the Arkansas River Compact Admini~tration would be necessary. In different
circumstances, entities have been able to obtlj.in accounts in the reservoir, e.g., FLCC, Amity
Mutual Irrigation Company, Las Animas CQnsolidated Irrigation Company and occasional
other temporary accounts. These so called · Article Ill" accounts pay no monetary storage

1/

I
7-1~
