<br />o <br />w <br />o <br />N <br /> <br />~ <br />from the seven stutcs of the basin and from thc interested Fed- <br /> <br />eral agcncies agrecd that a proper policy would have as its objec- <br /> <br />tive the maintenance of salinity concentrations at or below levels <br /> <br />presently found in the lower mainstem while the Upper Basin con- <br />tinues to devclop its compact-apportioned waters. <br /> <br />The overall salinity problem cannot be divorced from pla~ned <br /> <br />future development of the basin's water resources and the resulting <br /> <br />water de~ands that are expected to exceed its dependable supply. <br /> <br />. . <br /> <br />. <br /> <br />. <br /> <br />If the Enforcement Conference Agreement is to be met and <br />additional economic development achieved through water'resource <br /> <br />. <br />. . <br /> <br />development and utilization in the Basin, it will be necessary to <br /> <br />bring some of the existing sources of salinity__under control. <br /> <br />Title II isa response to this need. It mandates continued <br />study of the problem. It identifies 13 specific sources of <br />salinity for expedited study and authorizes d~velopment, operation, <br />and maintenance of an initial program of work~ covering four well- <br /> <br />known sources of salinity contribution to the river. <br /> <br />Title II authorizes the Secretary of the Interior to imple- <br /> <br />ment the policy adopted by the Enforcement Conference. In effect, <br /> <br />this is a policy commitment to undertake programs ,'lhich \-lOuld pre- <br /> <br />vent salinity levels from exceeding.the present levels in the <br /> <br />river below Hoover Dam as~ future utilization is made of the water <br /> <br />resources of the Upper Basin. <br /> <br />The Secretary of the Interior is directed to expedite the <br />investigation, planning and implementation of'the program of <br /> <br />, <br />salinity control measures which has been identified by previous <br /> <br />\ <br /> <br />studies. <br /> <br />" <br /> <br />35 <br /> <br />". <br />.~ """. ;1;;1.1- <br />
