<br />" <br /> <br />~ COLO~DO RIVER BASIN SALINITY CONTROL ACT <br />N <br />c.o <br />CO Tl;l.e Colorado River Basin Salinity Controll\ct is the most <br /> <br />recent addition to the "La\-1 of the River", having been enacted <br /> <br />only in June, 1974. Title I of the Act authorizes implementation <br />of an agreement with Mexico to resolve the international problem <br /> <br />of the salinity of Colorado River water delivered to Mexico under <br /> <br />the l1ater Treaty of 1944. Title II of the Act 'is the Colorado <br /> <br />, " <br />River Basin States' answer to establishing and meeting speci- <br /> <br />fic wate~ quality standards in the Colorado River System. <br /> <br />The background of Title I is discussed earlier herein <br /> <br />under the heading of "r'1exican Water Treaty",. 'The agreement <br /> <br />referred to is knO'\'ffi as "11inute No. 242". <br /> <br />The minute guarantees that the salinity of the water delivered <br /> <br />to Mexico shall be keyed to the salinity' of the water arriving at <br /> <br />Impe~ial Dam, the farthest downstream diversion point on the river <br /> <br /> <br />in the United States. It requires that the salinity at the border <br /> <br />, . <br /> <br />:ohall, be within 115 parts per million-give or take 30 parts per <br /> <br />killion-of the quality at Imperial Dam. This will be accomplished <br />i <br />py desalting a portion of the drainage flows from the l1ellton- <br />I <br />, <br />~10ha,~k proj ect, rej ecting a portion of the' flow as brine to the <br />bcean and blending the product water with the untreated drainage <br />I <br />~later to assure the quality limitations set' forth in the minute. <br /> <br />Accordingly, the centerpiece of Title.I is a large desalting <br /> <br />plant to be located near the Mexican border, adjacent to Yuma, <br /> <br />, <br />Arizona. <br /> <br />1\.rnong the other provisions of Title I, additional measures <br /> <br />, <br /> <br />are authorized to assure that the drainage outflow from the irri- <br /> <br />32 <br /> <br />c, <br /> <br />_1_ .
