<br />2 06 ~1 <br /> <br />MULTI-OBJECTIVE STUDY - ARKANSAS RIVER UPPER REACH <br />CHANNEL CAPACITY PLANNING AND GROUNDWATER INVESTIGATION <br />JOHN MARTIN RESERVOIR UPSTREAM TO THE PUEBLO, COLORADO AREA <br /> <br />by <br /> <br />the Colorado Water Conservation Board <br /> <br />In Cooperation With <br /> <br />The U.S. Army Corps of Engineers, Albuquerque District <br /> <br />SCOPE OF STUDY <br /> <br />1. GENERAL <br /> <br />The channel capacity of the Arkansas River above John Martin Reservoir has steadily <br />decreased due to stream bed aggradation. Tributary streams beginning with Fountain Creek in <br />the vicinity of Pueblo, Colorado downstream to the upper end of John Martin Reservoir <br />contribute sediment deposition. The sediment aggradation has had an influence on the <br />groundwater aquifer in the La Junta, Colorado area. However, few, if any of the contributions <br />have been quantified. Portions of this Scope of Work will contract with the U.S. Army Corps <br />of Engineers, Albuquerque District to estimate/update I) annual sediment contributions from <br />selected primary tributary streanls, and 2) perform a hydraulic investigation to establish current <br />channel capacities at three selected locations above John Martin Reservoir. In addition to the <br />river's channel capacity problems, the project will address the high groundwater problem in the <br />reach from La Junta downstream to a point to be determined. <br /> <br />2. SPECIFIC WORK <br /> <br />a. With field data provided, the Corps will determine existing channel capacity at three <br />selected locations. Also included will be an assessment which updates the amount and transport <br />of sediment in the channel. Flows for sediment transport analysis will be based on hydrology <br />used in the Special Flood Hazard Information Report - Arkansas River and Tributaries. <br />Hydraulic analysis using HEC-2 will be limited to three selected locations. <br /> <br />b. The Corps will review the document entitled "La Junta, Colorado, Local Protection <br />Project, Phase I GDM, Sediment Investigation" dated September 1985. Using information from <br />the document, the Corps will re-evaluate current channel conditions and develop channel <br />maintenance alternatives that will increase channel capacity at the 3 selected locations. The Corps <br />will recommend at least one feasible long term plan that will maintain improved channel capacity. <br /> <br />c. The Corps will provide the State of Colorado with a hydraulic routing model using its <br />
