I 10,1 a I I I I I I I I I I I I I I I I I I I Final PSOP Implementation Committee Report Southeastern Colorado Water Activity Enterprise April 19, 2001 Section 1 - Introduction The Board of the Southeastern District's Water and Storage Needs Assessment Enterprise voted September 21,2000 to accept the Final Preferred Storage Options Plan (PSOP) Report and the Report's recommendations. The PSOP Report was the culmination of a three-year study effort by water users and others in the Southeastem Colorado Water Conservancy District to determine the best approach to meet future water storage needs. The PSOP Report was developed through the Water and Storage Needs Assessment Enterprise's Storage Study Committee, a committee of local agricultural and municipal water users, recreation and environmental interests, state parks and wildlife agencies, federal agencies, and local citizens. The recommendations of the PSOP Report included direction to establish an "Implementation Committee" to work on a set of outstanding issues, including the operational details of the PSOP and the terms of proposed memorandum of agreements (MOA) required for participation in the implementation of the PSOP. Those outstanding issues, as reported in the Final PSOP Report, include: I) exact capacity, location, and priority uses for the District Water Management Storage (DWMS); 2) financial responsibilities for the development of the DWMS; 3) limitations on the use of enlarged storage space and the requirements for use of re-operations storage; 4) commitments to the 100 cfs "minimum target flow" below Pueblo Dam and resulting operational limitations; 5) terms and conditions concerning the District's filing for an exchange water right to manage Project Water return flows; 6) finalization of the surcharge schedule; 7) the op'eration of the Winter Water Spill Credit; and 8) determine how to proceed with a water right filing on enlarged storage space The Implementation Committee (the Committee) was also asked to consider proposals regarding the involvement of the City of Aurora in the development of new storage space under the PSOP. A recommendation on this matter is contained in this Report. The Implementation Committee has completed its work and presents this PSOP Implementation Committee Report (the Report) and its recommendations in response to the outstanding issues listed above. This Implementation Committee Report is considered an addendum to the Final Preferred Storage Options Plan Report.
