<br />I <br />10,1 a <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I I <br />I <br /> <br />Final PSOP Implementation Committee Report <br />Southeastern Colorado Water Activity Enterprise <br />April 19, 2001 <br /> <br />Section 1 - Introduction <br /> <br />The Board of the Southeastern District's Water and Storage Needs Assessment Enterprise <br />voted September 21,2000 to accept the Final Preferred Storage Options Plan (PSOP) Report <br />and the Report's recommendations. The PSOP Report was the culmination of a three-year <br />study effort by water users and others in the Southeastem Colorado Water Conservancy <br />District to determine the best approach to meet future water storage needs. The PSOP Report <br />was developed through the Water and Storage Needs Assessment Enterprise's Storage Study <br />Committee, a committee of local agricultural and municipal water users, recreation and <br />environmental interests, state parks and wildlife agencies, federal agencies, and local <br />citizens. <br /> <br />The recommendations of the PSOP Report included direction to establish an <br />"Implementation Committee" to work on a set of outstanding issues, including the <br />operational details of the PSOP and the terms of proposed memorandum of agreements <br />(MOA) required for participation in the implementation of the PSOP. Those outstanding <br />issues, as reported in the Final PSOP Report, include: <br /> <br />I) exact capacity, location, and priority uses for the District Water Management <br />Storage (DWMS); <br />2) financial responsibilities for the development of the DWMS; <br />3) limitations on the use of enlarged storage space and the requirements for use of <br />re-operations storage; <br />4) commitments to the 100 cfs "minimum target flow" below Pueblo Dam and <br />resulting operational limitations; <br />5) terms and conditions concerning the District's filing for an exchange water right <br />to manage Project Water return flows; <br />6) finalization of the surcharge schedule; <br />7) the op'eration of the Winter Water Spill Credit; and <br />8) determine how to proceed with a water right filing on enlarged storage space <br /> <br />The Implementation Committee (the Committee) was also asked to consider proposals <br />regarding the involvement of the City of Aurora in the development of new storage space <br />under the PSOP. A recommendation on this matter is contained in this Report. <br /> <br />The Implementation Committee has completed its work and presents this PSOP <br />Implementation Committee Report (the Report) and its recommendations in response to the <br />outstanding issues listed above. This Implementation Committee Report is considered an <br />addendum to the Final Preferred Storage Options Plan Report. The Report adds detail to the <br />PSOP and changes the term District Water Management Storage to "Enterprise Water <br /> <br />990(,1 FiTl.1IPSOPRepon <br />
