No Injury: <br /> <br />No injury to senior vested water rights will occur by the exercise of the claimed water <br />storage enlargement rights. This application will not adversely affect the yield of the Fry- <br />Ark Project or the Winter Water Storage Program, All downstream water rights will <br />remain satisfied in priority; and the water right will be operated and administered in <br />compliance with the Arkansas River Compact. <br /> <br />M. Impact on Transmountain Diversions: <br /> <br />Southeastern's use of the Turquoise Reservoir Enlargement water right will not cause any <br />increase of transmountain diversions beyond existing decree limitations. No Fry-Ark <br />Project water originating from the Colorado River Basin will be stored in the Turquoise <br />Reservoir Enlargement storage space; however, return flows from use of Fry-Ark water <br />may be stored in such space as provided above, <br /> <br />N, Owner of Land and Facilities: <br /> <br />Turquoise Reservoir is owned by the V,S, Department ofInterior, Bureau of Reclamation <br />("Reclamation"), Eastern Colorado Area Office, 11056 West County Rd, 18-E, Loveland, <br />Colorado 80537-9711. The surrounding land is owned by Reclamation and/or the V,S, <br />Department of Agriculture, Forest Service, 2015 N.
