<br />I <br />'11030 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Final PSOP Implementation Committee Report <br />Southeastern Colorado Water Activity Enterprise <br />April 19, 2001 <br /> <br />Section 4 - Use of Enterprise Water <br />Management Storage <br /> <br />The Enterprise Water Management Storage (EWMS) will be a part of enlarged Project <br />facilities and/or within existing non-Project facilities. Each participant in the enlargement <br />project will be obligated to fund the development of storage space equivalent to 115 percent <br />of their individual storage needs. This additional 15 percent of storage space shall be <br />designated as EWMS. The final amount of EWMS developed will be determined by actual <br />participation in the enlargement project, and the storage developed could be more or less than <br />7,500 acre-feel. Plans for additional EWMS will be developed as alternative funding <br />mechanisms are determined. <br /> <br />Priorities for the use of Enterprise Water Management Storage will be guided by the <br />following outline: <br /> <br />I. Temporary Storage Contracts for agricultural and municipal/domestic users. (7,500 AF) <br /> <br />1.1. 5,000 acre-feet for improved management of Winter Water. Available as dedicated <br />storage space into which Winter Water spills at Pueblo Reservoir could be stored for <br />later use by direct flow participants of the Winter Water Storage Program. In the <br />event that sufficient conservation space becomes available at Pueblo Reservoir in a <br />year when Winter Water has spilled, Winter Water stored in EWMS would be re- <br />stored in the original Winter Water accounts. All Winter Water stored in EWMS is <br />subject to terms and conditions of the Winter Water Decree (84 CW 179). <br /> <br />1.2.2,500 acre-feet for annual If & When storage contracts for the storage of non-Project <br />Water by municipal/domestic entities and agricultural users without a storage <br />allotment contract, and based upon need as determined by the Board of Directors of <br />the EnterPrise. <br /> <br />1.3. The entire 7,500 acre-feet of EWMS may be used on an If & When available basis <br />by both agricultural and municipal/domestic users, but the direct flow Winter Water <br />applicants shall have the first right to use 5,000 acre-feet reserved for this purpose. <br /> <br />1.4. If & When storage contracts for EWMS shall be subject to spill whenever the <br />District's 2000 East Slope Enlargement Water Rights are in priority. <br /> <br />1.5. Unused storage space will be available to provide storage for water banking in the <br />Arkansas Valley under terms yet to be determined. <br /> <br />13 <br /> <br />99061 FinOlI PSOP Rep.Jn <br />
