August 27, 1968 REPORT OF BUREAU OF RECLAMATION, REGION 4 TO COLORADO WATER CONSERVATION BOARD CONSTRUCTION Curecanti Unit Blue Mesa Dam, powerplant, and switchyard were transferred to operation and main- tenance on April 1, J968. The Blue Mesa powerplant is now being remotely operated and controlled from the Power Operations Center at Montrose, Colorado. Work has been substantially completed under the prime contract for Morrow Point Dam and powerhouse. The prime contractor completed removal of his construction equipment from the area during June, and painting, electrical, and metal workers are presently en- gaged in completing the few cleanup chores that remain. Specifications will be issued this fall for completion of Morrow Point powerplant and switchyard facilities. Much of the electrical equipment has been manufactured for the powerplant. Many of the smaller elec- trical items are already in storage on the project; however, turbines, generators, and other large items of equipment will be shipped from the manufacturers' plants as needed by the completion contractor. Transmission Division Rifle Substation was accepted as substantially complete July 20, 1968, and the Hayden-Curecanti 230-kv transmission line was connected through the substation transfer bus on July 3J. Work was resumed in the Grand Mesa area late in May on access roads needed for maintaining the Curecanti -Rifle segment of the Curecanti -Hayden 230-kv trans- mission line. The contractor has accomplished nearly 90 percent of his work. We have been very pleased with the progress made at the Midway Substation. The contractor there is expected to complete his work well in advonce of the November completion date. Bostwi ck Park The contractor for Silver Jack Dam is concentrating his efforts on concrete work this year. The outlet works intake structure, conduit, stilling basin, and outlet channel have been completed, and construction work is now centered on the spillway structure. It has been necessary to modify,our original spillway design due to foundation conditions. The extremely rainy weather of the past month has handicapped all phases of the contractor's work. He plans to place only about 300,000 cubic yards of earth and rock fill for the dam embankment this year, then to mobilize next year to complete all embankment operations for the dam before the 1969 winter shutdown.
