Jim's <br />thought was that it was probably premature to place anything written before the Board <br />or hold any kind of public discussion. Jim felt it would be more appropriate to allow <br />a hour or so for general discussion on how this might be done and what if anything <br />else should be included at the Board meeting during a breakfast. lunch or dinner <br />session. Jim indicated that a mention of some of the preliminary indications was <br />appropriate. Jim did not care to comment much further than that. <br /> <br />Jim noted that Harrison, Sheftel, Walker and he had some general discussions <br />about this very thing and felt it was worth pursuing. Jim also mentioned that <br />Danielson was interested in developing a program for determining consumptive uses <br />that was important to his administration of water rights in the Colorado River Basin. <br />Jim felt there would be an opportunity to combine these efforts into one process if we <br />were willing. Jim agreed that the results of this would significantly influence not only <br />endanger fish decisions but also decisions on wilderness, wild and scenic rivers and <br />overall water administration and therefore we should proceed cautiously. <br /> <br />DRS/bj <br /> <br />bjl40.memo <br /> <br />~......!..- <br />
