The
California agencies ordered but did not ta!,e 2.6 percent of their total
orders, and the Arizona agencies did not take j.4 ~ercent of their total
orders. This resulted in 260,514 acre-feet being ordered but not tal,en.
ar this a,',lOunt, 54,92l~ acre-feet l'laS charGed to United States' users not
taking Hater ordered on the I,laster Schedule allCl lJaS delivered to I'lexico
in excess of the requirei.Jents of the Mexican \later Treaty. L. 90-537. The report described the actual operation of the
reservoir durillg v;ater year 1977 and the projected operation for \rater
year 1973. This report repeats the findings of the six previous annual
reports that "the accUliJulotion of '602(a) storage' is not the criterion
governillg the release of \!ater during the current year." Based on that
findin~, no deter;'.lination was made of a lllLaerical value for 602(0.) storage,
and 1973 Hater year releases fro;;l Lake POHell \Jere estimated to be about
1,2JO,OOO acre-feet (assuninG average couc\itions). Under this "i'ainimum"
release of 3,230,000 a.f., and assILnillg average runoff conditiollS, active
storaGe in Lab~ Powell is projected to be about 2.9 ;;Jillion acre-feet
less than in Lake Mead on Septeinber 30, 197J.

Power

The production of hydroelectric pouer in Colorado River Basin
power plants constitutes a vital resource to the Basin states, both for
the energy generated and for the pO~Jer revenues received. Tables 6, 7,
and :1 ShOH l~ey aspects of hydroelectric potter [';eneration in 1977.

Operating levels and characteristics of the major reservoirs at
beginninG al'cl end of the \later year are shoun in Table 6.
